Prohibited Substances

Article: 119

The objective is to protect the integrity of horseracing, through controlling the use of substances capable of giving a horse an advantage or being disadvantaged in a race, contrary to the horse's natural ability.

A) Trainers Responsibilities:

1) The Trainer shall always be responsible for:

-    The feeding, management, protection and security of horses in his care.

-    Taking all responsible precautions with the horses in his care to avoid exposure to prohibited substances contrary to these Rules.

-    Keeping informed of the possible consequences of treatment given to his horses.

2)  After a horse has raced and before it is discharged from any requirement of post race sampling, no treatment with prohibited substances shall be allowed without official permission.

3) To establish whether a prohibited substance was present, urine or blood samples shall be taken from horses that have run in a race.

  The Stewards may also take samples at any other time. A sample means a sample from any part, or in contact with any part, of the horse.

4) A Sample collected under a secure chain of custody shall be split into an “A” sample and a “B” sample. If the "A" sample is reported to contain prohibited substances, the "B" sample may be analyzed for those substances, at the Trainers or Owners request and expense. The horse cannot participate in races pending arrival of the results of sample analysis.

5)  A horse shall be disqualified whenever a result of sample shows content of  prohibited substances. Moreover Trainer of the horse shall be penalized.

6)  Where a sample taken from a horse at any other time reveals a prohibited substance, The Stewards may impose penalties on the horse, the Trainer, the Owner or on any other person found to be guilty under these Rules.

7) In the event of the Stewards finding a prohibited substance, in a sample taken from a horse which is entered, or has raced in a race within its jurisdiction, but which is trained outside its jurisdiction, the racing authority where the horse is trained, shall be informed and shall provide assistance when requested.

8) The Following are prohibited substances:

  Substances capable at any time of acting on one or more of the following body systems:

(a)   The nervous system.

(b)   The Cardiovascular system.

(c)   The Respiratory system.

(d)   The Urinary system.

(e)   The Reproductive system.

(f)   The Musculoskeletal system.

(g)   The Blood System.

(h)   He Immune system except for licensed vaccines

(I)   The Endocrine system.

(j) Endocrine secretions and their endocrine  counterparts masking agents. 

Penalties

B) Where tests for prohibited substances have proved positive the following penalties shall be imposed by the Stewards. Such penalties may be

Increased at the discretion of the Stewards  or by order of the High Committee  :-

- Uniform classification guidelines regarding prohibited substances during  the same season:

 1   Class Five prohibited substances, as detailed in the list published by and available from the Equestrian Club and their relevant penalties are as follows:

  First time: Trainer suspension one week and SR.1000.00 fine.

  Second time: Trainer suspension two weeks and   SR.2000.00 fine

  Third time: Trainer suspension four weeks  and SR.4000.00 fine.

 % Horse under this classification shall not be disqualified.

  2  Class Four prohibited substances, as detailed in the list published by and available from the Equestrian Club and their relevant penalties are as follows:

  First time: Trainer suspension two weeks and SR.1500.00 fine.

  Second time: Trainer suspension four weeks and   SR.3000.00 fine

  Third time: Trainer suspension six weeks  and SR.6000.00 fine.

% The Horse shall be disqualified from the race for two weeks and re-examined at the Owner's expense for non-existence of the prohibited substance before the horse can participate again.

  3  Class Three prohibited substances, as detailed in the list published by and available from the Equestrian Club and their relevant penalties are as follows:

  First time: Trainer suspension three weeks and SR.3000.00 fine.

  Second time: Trainer suspension six weeks and   SR.6000.00 fine

  Third time: Trainer suspension ten weeks  and SR.12000.00  fine.

% The Horse shall be disqualified from the race for two weeks and re-examined at the Owner's expense for non-existence of the prohibited substance before the horse can participate again.

  4  Class Two prohibited substances, as detailed in the list published by and available from the Equestrian Club and their relevant penalties are as follows:

  First time: Trainer suspension four weeks and SR.5000.00 fine.

  Second time: Trainer suspension eight weeks and   SR.10000.00 fine

  Third time: Trainer suspension twelve weeks  and SR.20000.00 fine.

% The Horse shall be disqualified from the race for four weeks and re-examined at the Owner's expense for non-existence of the prohibited substance before the horse can participate again.

  5   Class One prohibited substances, as detailed in the list published by and available from the Equestrian Club and their relevant penalties are as follows:

  First time: Trainer suspension six weeks and SR.5000.00 fine.

  Second time: Trainer suspension twelve weeks and   SR.14000.00 fine

  Third time: Trainer suspension for a whole season   and  SR.28000.00 fine.

  Consideration must be made to a 32-meeting season      regardless of when  the penalty starts.

% The Horse shall be disqualified from the race for more than four weeks and re-examined at the Owner's

expense for non-existence of the prohibited substance before the horse can participate again.

  * In all the above cases when a Trainer has been found guilty of a 3rd offence within a season the Stewards may recommend to the High Committee that the Trainer be declared disqualified person.

C) A horse placed second in a race in which the winner of the said race is subsequently disqualified, because of the presence of a prohibited substance, shall he promoted to first place and deemed the winner.

D) Should a horse so promoted win a race in the interim period, before being promoted to first place, be it a maiden race or not, shall he entitled to retain that win and prize monies.

  However, should both races involved be car race/extra races shall only be entitled to win one car/extra race in the same season and shall therefore be limited to second place in the second car race / extra race won.

E) In any case where stewards have ordered a sample to be taken from any runner and that order is not obeyed the horse will be disqualified if it finished in the first 5 places and will not be allowed to enter again until it has passed a urine or blood test at the owner's expense. If the horse did not finish in the first 5 places it will be suspended for 2 weeks and must also be re-tested at the owner's expense.
