The Equestrian Club (Riyadh)

Article: 1
  1. These Rules apply to all Meetings held under the Sanction of the Equestrian Club and to all Races run at such meetings. Any person who takes part in any meeting under these Rules agrees to be bound by them.
    These Rules have been produced in Arabic and translated into English.
  2. The Equestrian Club includes a number of Committees among which is the High Committee. A quorum shall consist of not less than three Members and the decision shall be that of the majority.

The High Committee

Article: 2
The High Committee is the Committee assigned by the Chairman of the Club for the purpose of staging and supervising Racing in Saudi Arabia. It defines the starting and finishing dates of the Racing Season and the application of regulations for the proper conduct of Racing as per the Rules.

Article: 3
High Committee has the authority to change some or all of the members of the Stewards Committee when necessary.

Article: 4
High Committee has the authority to disqualify any person from entering the arena or any other area under its command.

Article: 5
High Committee under urgent or emergency circumstances has the authority to modify or suspend the enforcement of any rules related to racing for a specific period at its discretion. In case of such action an announcement has to be made and posted to the Stewards Committee, Owners, Trainers and Riders.

Article: 6
High Committee has the right to seek the assistance of experts to achieve its goals.

Article: 7
The High Committee has the right to hear any appeal against any decision taken by the Stewards Committee.

Article: 8
The High Committee has the right to seek legal advice.

Stewards

Article: 9
Stewards Committee is the Committee nominated by the High Committee for the conduct and control of race meetings and the implementation of the Rules and Regulations of Racing.

Article: 10
The Stewards Committee has the power to grant, suspend or withdraw all licenses for each racing season or for any part of it.

Article: 11
A member of the Stewards Committee shall not be involved in any cases pertaining to his own or his close family’s horses.

Article: 12
Stewards have the right of access to all auditoriums, rooms, stables and other places used for Racing or Training under these Rules.

Article: 13
Stewards Committee has the right to penalize Trainers, Jockeys, and Grooms encroaching the rules and regulations, and to disqualify or alter placing of any horse.

Article: 14 (a)
Stewards Committee has the right to make changes or modification in any racing schedule; It can cancel some of the races or delay them if the weather or the ground be in unfit state for racing.

Article: 14 (b)
The Stewards Committee has power to order the abandonment of a Race whilst in running if an emergency arises which jeopardizes safety (The Race may be restarted or declared void at the discretion of the Stewards after Enquiry).

Article: 15
Stewards Committee will make decision on complaints and objections raised by Owners, Trainers, and Jockeys. Further, extraordinary complaints will be submitted by the Committee for the attention of the High Committee for their opinion.

Article: 16
The Stewards Shall exclude from all places under their control every disqualified person or description of persons as they may be required by the High Committee.

License:
Means and includes any approval, consent, permission and permit to act in an official capacity, Train or Ride, given by the Club.

Article: 17
The Stewards Committee has the power to order laboratory tests on any horse.

Article: 18
The Stewards Committee has the power to withdraw any horse from a race if they feel it is unfit to run or unable to participate, or for any other reason.

Article: 19
The Stewards Committee has the power to disqualify or suspend any person for any period of time at its discretion, and / or apply penalty not to exceed Saudi Riyals five thousand (SR5,000.00), and has the power to suspend a horse from racing as they may see fit.

Article: 20
The Stewards Committee can suggest additional fees.

Article: 21
The Stewards Committee will implement decisions made by other Recognized Racing Clubs elsewhere in terms of punishment on persons and horses.

Article: 22
The Stewards Committee has charge of the implementation of the race programs and the weekly results of racing.

Article: 23
At the beginning of each season Stewards Committee appoints the Clerk of the Course, the Clerk of the Scales, Judge and his Deputy, the Starter and his deputy, and the duty Veterinarian. It is unlawful for one person to fill two roles except with the approval of the Stewards Committee. All above persons must be approved by the High Committee. The Stewards Committee is entitled to appoint a replacement in emergency to fill any of the above roles. Complaints can be lodged against any of the above officials to the Steward Committee in writing and duly signed by the complainant.
