Horse Eligibility

Article: 73

A horse is not considered to be qualified to run in a race, unless he is entered and declared for the race after meeting all required conditions qualifying him for the race.

a)Participating horses are registered on the forms specified by the Club Administration showing the name of the horse, distance, weight, number of races won and name of rider and signed by the Owner or his authorized representative or Trainer and stamped. It is then put in the proper box by the due date.

b) Horses cannot be entered for more than one meeting with in one week.

c)Horses cannot be entered for more than one race at one Meeting.

d) Race cannot be cancelled even if only one horse is declared.

e)Entry Declaration time for  horses is 10:00 am on Saturday morning prior to race day unless otherwise specified by the Stewards.

f)  For a horse  participating for the first time or following a non-participation gap for a full season, the original passport of such horce should be submitted before registration for the race .

g) On transferrance of ownership of any horce, the original passport thereof should be submitted to the ECR registration offce together with the transferrance form for entry of the informations in to the ECR registers as derived from the original passport.

Article: 74 (a) 

   Horses cannot to be declared for a race or run in the following cases: 

a)    If a horse has run at an unrecognized race meeting.

b)    If  he is owned by a disqualified person or persons.

c)    If the was ineligible at the time of entry to participate   in the event.

Article: 74 (b)

a)         If a Saudi bred horse has been running in this clubs races for two consecutive seasons since it was a 3 year old without being placed 1st, 2nd or 3rd, then one further entries will be accepted for it.

b)         If horse at (a) above is thoroughbred mare, she will only be recognized by this club as a brood mare. If the horse at (a) above has raced with another race club and has been placed 1st, 2nd or 3rd in that clubs championship class races, it can run in two races with this club, provided that the other race club is approved by this club and they confirm the horses placing.  If the horse is subsequently placed 1st, 2nd in either of its races with this club, then it will be qualified to enter future races with this club.

c)         If the horse at (a) above has won 3 races in any one season at another race club approved by this club, then it will be entitled to run twice with this club. N.B. These wins must be confirmed in writing by the race club concerned. If the horse is subsequently placed 1st, 2nd or 3rd in either of its races with club then it will be qualified to enter future races with this club.

Article: 74 (c)

  A horse is considered ineligible for running in any  race in the following cases:

a) If it was not registered, entered or declared on time.

b)  If it is not under the care of a licensed Trainer.

c) If the horse is disqualified under these Rules.

Horse Weights

Article: 75

Weight system is applied on basis of the following:

a)    Minimum weight 56Kgs. for colts and geldings; 54Kgs. for mares and fillies  for all grades.

b)   Grade of winner horses from1-3 & winner from 4& above carry additional weight of  1Kg.  for each race won to a maximum weight of  62Kgs.  for colts and geldings, and  60Kgs.  for fillies and mares.

c)    On combination of two grades, the start of the weight shall be for the lower grade. The weight is increased by one kilogram for each race won except the unified weight race. 

Article: 76

a) Weights for sponsored races, Car Races or there with non-monetary prizes are the follows:

    (i)   maximum for male horses 62 kgs.

    (ii)  minimum for male horses 56 kgs.

    (iii) maximum for female horses 60 kgs.

    (iv) minimum for female horses 54 kgs.

    (v) 1 kgs. Will be added to the weights above, subject to: the max listed, for each race won.

b)  weight for age:

c) Cup races :

Where the conditions of a race specify cups races will be run at level weights, but allow for the weights for age, scale & sex.    

d) Alteration of weights .

Stewards will reduce weights in 3 year and above races if all 3 year are withdraw by no later than 12 noon on race day.

  Weights will then be as detailed at article 76 (a) above.

 

Special and Open Racing

Article: 77

Open grades are the races dedicated for more than one grade. Participating horses carry 56Kgs for horses and 54Kgs for fillies and  mares regardless of the grade at which the horse is  classified and the number of races won.

Article: 78

Conditions for participation in the Grand Cups:

a)    These conditions are applied to non-Saudi owned stables.

b)    Owner of stable should be permanent resident in the Kingdom.

c)    To participate in the Crown Prince Cup, stable must have won five (5) races during the season, out of which one is a cup.

d)    To participate in the Custodian of the Two Holy Mosques Cup, stable must have won seven (7) races during the season two of which were cups

Article: 79

  Special Race Conditions as above apply to the following races:

a)      King A/Aziz bin A/Rahman Al-Saud Cup.

b)      Cup of the Custodian of the Two Holy. Mosques.

c)      Cup of the Crown Prince.

d)      Cup of Prince Mohammad bin Saud Alkabeer.

e)      Cup of Senior Guests of the Kingdom.

f)       Cup of the Club Administration.

Balloting Out and Standby Starters

Article: 80 (a)

Balloting out and standby horses :

a)  Trainers of Principal Stables ( defined in these rules as Owners having more than 60 horses in training at any one time) have the right to select one entered horse as a guaranteed runner in each race or in each part of a  divided race.  This  horse  will not be subject to ballot.

b) when there are more than (18) horses registered for a race, and there remain more than (18) horses after the preliminary scratching process , ( 17 runners for  Taif  races), balloting shall take place to reduce the number to 18  horses , giving each owner to participate with one horse. balloting shall take place to reduce the number to 18 horses. However before balloting takes place the entries will be further reduced by restricting each Owner to one entry but which will be subject to the ballot.

c)  Upon registering of a large number of horses  balloting shall take place, for selecting horses to be included in the final race program giving priority to horses which have been balloted out for any of the previous two week. Balloting for the remaining horses shall be made if there is room for supplementing the number of horses for the race.

d) A further draw will take place of the horses balloted-out to determine seven Stand-by Runners. Priority will be given to those horses from the principal stables.

e)   Should there be a withdrawal of any Runners in the race then a Stand-by Starter shall take its place and Starting Stalls draw in the race.

Article: 80 (b) 

Races dividing procedures :

a)      If the horses after the optional draw out reach (26) on the Scratch and withdrawal  day  of each week, and "(25) runners in Taif (Almaseef) race season" the race should be divided, after Passports are checked out, as well as the Cash many prize should be divided into two as follows.

b)      Priority order :

1- The Non winners (L. B. H. 2 yrs).

2- The Non winners (L. B. H. 3 yrs).

3- The Non winners (L. B. H. 3 yrs and more).

4- The Non winners (L. B. H. 4 yrs and more).

5- Winners horses (1-3 L. B. H.).

6- Non winner Imported horses (3 yrs and more).

c)      Horses registered for this race will be listed according to the following orders :

1- ODD numbers will be assigned for the 1st . Division.

2- EVEN Numbers will be assigned for the 2nd . Division.

d)      These procedures will not apply to Cups, Cars and Sponsored Extra races, as well as the Saudi Apprentice Jockeys.

Withdrawing Horses

Article: 81

Every horse declared to run shall do so unless there are veterinary or other reasons acceptable to the Stewards for not doing so in which case no penalty will be imposed, however:

a) A penalty of Saudi Riyals 200 will be imposed for each  horse withdrawn  after 9:00 am on the Scratch and withdrawal  day  before   Race day.

a)       A penalty of Saudi Riyals 300 will be imposed for each horse withdrawn after 12 noon an Race day

b)       A horse (including a Standby Starter) withdrawn after  the 1st race time from a Race in which there are Standby Starters shall be subject to a fine of Saudi Riyals 1000. If the first race is the Standby Starter's Race then the deadline shall be 12:00 noon .

c)       The Trainer of a horse withdrawn after 12 noon and not allowing the Stewards to reduce other horses weights will be fined SR.1,000.00 (see also article 76 (d) ).

e)  If a horse is  withdrawn on Veterinary grounds,        a certificate from a recognized Veterinary Surgeon must be submitted within 24 hours of the Race time  concerned or in the case of a Race with Standby Starters the certificate must be signed by the Veterinarian  Surgeon  on Race Course Duty.

Registration Fees

Article: 82 (a)

a)    Horse Owners at the time of registration are    responsible to pay the registration fees. Further, they shall be responsible for the same in case of erroneous registration. However, it is permissible at anytime before the race to withdraw the horse registered in a race at which it is not qualified against penalty of Saudi Riyals one hundred (SR.100.00).

b)    Registration fees and penalties should be paid immediately.

c)    Registration fees are returned in case of cancellation of the race.

d)    Any Registration Fees or Entry Fees which are added to prize money will not be refunded for any horse left in a Race after Scratch  withdrawal  day  scratching and which is subsequently withdrawn unless there is an acceptable reason for that withdrawal.

(withdrawals for veterinary reasons or withdrawals by Order of the Stewards are not acceptable reasons under this Rule).

a)     Horse are deemed to have been runners in any of the following cases :

-  On entering the track and proceeding to starting Gate.

-  On coming out of Parade Ring (Paddock and proceeding to starting Gate).

-  On being allowed direct from saddling enclosure.

-  Refusing entry to starting Gate or running away before starting, or for other reason only, thus being the last runner in the list.

 

Article: 82 (b)

- The registration fee for the cups groups (SR. 5,000.00) as this fee is nonrefundable after balloting out.

Fees of SR. 5,000.00 should be paid as a registration fee for each non runners and their owners desired to enter them , in case there are no points or stars priorities . This is in case of races where registration is  required by fees. This fee  is not applied for group (3) cups.
